"Electronic Local Government Solution" for Advanced Service for Residents

Movements for the electronic Government/local government have
been accelerated by promoting the millennium project and establishing
the IT strategic headquarters. These aim at advanced service for residents
and require making the most of IT and realizing efficient administrative
measures. This paper reviews the movements in Japan, the
picture of the electronic Government/local government aimed at, and
viewpoints in realizing it. Also it outlines an "electronic local government
solution" as a method for realization proposed by Fuji Electric.
Document Management System for Electronic Local Governments

As the internet has rapidly spread and Government has positively
striven for an electronic Government, each local government is
required to be an "electronic local government" to give administrative
service meeting the IT times. For this purpose, it is necessary to electronically
process documentary affairs that forms the basis of administrative
affairs, and also to realize efficient, quick documentary affairs by
exchanging documents to and from outside. This paper describes the
document management system developed for local governments,
focusing on the main functions and the effect of its introduction.
Financial Accounts System for Electronic Local Governments

The financial accounts system of local governments formerly used
a host computer system. Recently, the client server system has
become the mainstream; however, it has not yet functioned so as to
fully satisfy the requirements of financial accounts. The financial
accounts system is a key system for the electronic local government
and must fulfill the required functions. This paper presents conditions
required by the system to meet various information environments surrounding
the local government and describes an outline of functions of
a financial accounts system to satisfy them.
Common-Use Information System for Administration

The common-use information system for the staff is a basic function
to electronically process information in the office on the basis of
the network system and make effective use of information. Formerly,
the system was partially structured using groupware (electronic-mail
and common-use folder functions) and the intranet. This paper introduces
a common-use information system for administration provided
with necessary functions for full-scale systematization based on the
conception of an electronic Government.
Traveling Allowance and Overtime Work Management Systems

Routine work such as overtime calculation and application for official
trips was formerly processed on papers. With personal computers
sufficiently equipped and networks completely prepared in the office,
the staff will be able to perform electronic input and calculation from
his terminal. This paper describes the "traveling allowance management
system" and "overtime work management system" from among
routine work systems which will be introduced following preparations
for the office environment.
Official Document Opening System for Open Administration

Taking the opportunity of the Public Information Act enactment in
Japan in May 1999, local governments started tackling the enactment
of new public information regulations for open administration.
Particularly the open official document system using the internet is
supposed to be an important support to realize open administration by
resident participation. This paper describes the open official document
system developed for local governments by Fuji Electric, focusing on
its main functions and the effect of its introduction.
Solution to Integrated Service at the Window<

Administrative services at the window are generally conducted by
each department. This is due to the sectional organization of administration.
It is expected that the convenience of residents can rapidly
improve by providing cross-section service capable of completing all
procedures for application and notification at one place, i. e. one-stop
service. To achieve this, Fuji Electric has developed a support system
for integrated service at the window, focusing on simple procedures,
quick processing, a uniform and higher service level, and a business knowledge database.
Electronic Application and Notification Procedures

The realization of electronic and on-line administrative procedures
for application and notification is strongly advanced by the united
efforts of government and people under the backing of the governmental
millennium project. In these circumstances, with the basic idea of
providing equal and easy service to everybody, keeping a secret of personal
information, raising efficiency of administrative affairs and reducing
cost, Fuji Electric has made approaches to various problems and
has solved them. As the result, the electronic procedures greatly
improve service for residents and raise efficiency of administrative affairs.
Electronic Decision System for Administrative Affairs

The decision making of a local government is done through drafting,
approval and decision, and is the most fundamental, important
affairs in administration. The electronic decision system electronically
processes the affairs that were formerly done with paper documents
and raises processing efficiency. Besides, this system enables the integration
of decision functions and the interconnection of work systems.
It can meet the electronic local government aiming at higher efficiency
and speed of the whole administrative affairs. It can also meet electronic
application and procurement systems introduced in the future to
improve service for residents.
Solution to Electronic Certification for Electronic Local Government

Electronic certification is a system to perform the access control of
files after confirming the said person on the other end, no tampering
with the digital document and the said person's authority whenever
digital documents are exchanged. This paper describes trends of electronic
certification around electronic local government, action on certification
infrastructure, certification methods for the staff, and the present
situation of a solution to security policy drawing-up support for
electronic certification. These features integration with other electronic
local government solutions, compatibility with multi-vendors,
and easy operation.
Drawing Up of a Fundamental Plan for an Information System in Local Governments

In local governments, the drawing up of a fundamental plan for an
information system is indispensable to the staff promoting information
systems. However, the range of investigation at this stage of plan
drawing-up has to cover many divergences such as improvement in
service for residents, simpler and more efficient administrative affairs,
and information technology. This paper describes an approach and considerations
in drawing up a fundamental plan of an information system
efficiently. Also it refers to the importance of administrative evaluation
procedures at the time of plan drawing-up, which is now attracting
attention.
